Cec Brady earned a Juris Doctor degree in 1980 and has more than 25 years of experience in Health and Human Services programs. Her past litigation and administrative background gives her key insight into program analysis, development and implementation. Human resources, contracting, and comprehensive multi-program knowledge, allow Cec to implement systemic program change. To accomplish effective and efficient services, Cec has transitioned state wide programs to private enterprise and moved operations among governmental units. She has developed innovative financing for major health care initiatives with an in-depth understanding of the Medicaid Program.

She is particularly skilled at implementing innovative new program solutions with a complete package of steps for success at the federal, state and local levels. She has experience managing the public procurement process and has managed MMIS and other large IT systems through major procurements and implementations.

Cec has:

  • Designed and implemented innovative Disproportionate Share Hospital financing utilizing local tax dollars through federally approved intergovernmental transfer
  • Implemented State and regional managed care plans
  • Transitioned capitated plans to fee for service
  • Designed and implemented comprehensive juvenile justice evaluations
  • Developed innovative behavioral health and substance abuse treatment services for children and adults
  • Successfully analyzed and responded to compliance and audit issues
